The Modern Communication Operating Model (MCOM2.0) is a blueprint for government communication and outlines the essential skills, capabilities and practices for government communications professionals at all levels.
Its purpose is to enable GCS to build a more skilled and unified profession and function, which is always seeking to innovate and adopt global best practice
MCOM 2.0 identifies five core disciplines: external affairs, marketing, media, internal communication and strategic communication. Government communications practitioners are expected to develop capability in all five.
GCS also acts as a hub of best practice. The website has a very wide range of templates, toolkits, frameworks and case studies to adapt and use to suit individual circumstances, from behavioural science , to evaluation and to how to use campaigning tools in projects. These resources are always being updated.
